Dear Anon,
1. If you can, try to close the window with the day curtain.
2. Often, some people, hang an open scissors at the window grille (symbolic) of `cutting-open' it or not caged.
3. If both your house and the neigbhour's house is in close proximity, then for the moment, it is still better to:
3.1 First choice hang a convex ba gua mirror facing the `threat'.
3.2 An alternative is to hang a mirror but often this mirror should be rectangular 8inch by 8 inch mirror.
Until the neighbour remove the scissors, then it is best to protect your home. (No choice!)
